How You’ll Make an Impact 

Dudek is seeking a self-motivated, personable, and detail-oriented individual for a hybrid Environmental Compliance Inspector position based in Madison, Wisconsin. This role combines active field work with remote desktop support, making it ideal for a candidate who is equally comfortable conducting site inspections and advising clients on regulatory compliance from a home office environment.

The field component of this position involves conducting stormwater compliance inspections at active construction sites throughout Wisconsin. The ideal candidate is someone who can walk onto a busy job site, build rapport with construction personnel, and confidently communicate findings and corrective actions directly with contractors, site superintendents, and project managers.

The remote component involves supporting clients with a broad range of construction compliance needs, including regulatory guidance, site suitability review, and ongoing compliance support from pre-construction through project closeout.

This position requires the selected candidate to be in Madison, Wisconsin, with willingness and ability to travel throughout the state. Hours in the field will vary week to week based on project needs and inspection schedules.

 

Duties and Responsibilities  

Field Inspections

  • Conduct routine weekly stormwater inspections and storm event triggered inspections at active construction sites in accordance with applicable permit requirements and site-specific SWMPs
  • Identify BMP deficiencies and non-compliance conditions; communicate findings clearly and professionally with on-site construction personnel and clients
  • Discuss corrective actions directly with contractors and site superintendents in the field; follow up to verify implementation
  • Complete, maintain, and submit inspection reports, SWMP amendments, and other compliance documentation accurately and on schedule
  • Verify site compliance with SWMP, erosion control plans, maps, and applicable permit conditions
  • Advise project management on BMP implementation status and outstanding compliance issues
  • Facilitate and lead SWMP-related training and toolbox talks for construction site staff as needed
  • Coordinate with agency inspectors and respond to inspection findings or notices of violation

Remote Desktop

  • Provide clients with regulatory guidance and compliance support across a broad range of environmental programs, including stormwater (CGP/WPDES), SPCC, Biological Resources, Cultural Resources, and RCRA/hazardous materials
  • Assist clients in identifying all permits and approvals required for construction, including associated timelines and application requirements; familiarity with local permitting requirements such as building, grading, electrical, and hauling permits is expected
  • Assist clients in evaluating site suitability and identifying environmental constraints or permit triggers during project planning and pre-construction phases
  • Support preparation and review of compliance documents including SWMPs, NOIs, NOT filings, spill prevention and response plans, and environmental resource reports
  • Identify optimal project locations based on environmental sensitivity, regulatory overlap, and construction feasibility
  • Monitor ongoing project compliance post-construction, including permit closeout, SWPPP termination, and long-term stormwater management requirements
  • Interpret and apply federal, state, and local environmental regulations across multiple disciplines, including Clean Water Act Sections 404/401, NEPA, ESA, NHPA Section 106, and applicable Wisconsin DNR regulations
  • Assist clients in responding to agency correspondence, RFIs, and regulatory inquiries
  • Maintain working knowledge of emerging regulatory changes at the federal and state level that may affect client projects

Minimum Qualifications 

  • Three (3) or more years of field construction environmental compliance or stormwater inspection experience
  • Must be located in Madison, Wisconsin, with willingness and ability to travel throughout the state
  • Demonstrated comfort working in active construction environments; ability to communicate effectively and professionally with contractors, project managers, and agency personnel
  • Working knowledge of stormwater regulations, NPDES permit requirements, and BMP implementation at construction sites
  • Broad familiarity with construction environmental compliance disciplines including stormwater (CGP/WPDES), SPCC, biological resources, cultural resources, solid/hazardous waste (RCRA), air quality, and general federal and state environmental permitting
  • Strong written and verbal communication skills; ability to prepare clear, accurate inspection reports and compliance documentation
  • Strong MS Office skills (Outlook, Word, Excel) and ability to work effectively in a remote environment
  • Capable of field work including walking long distances on uneven or difficult terrain in variable weather conditions
  • Must possess a valid driver's license and maintain active personal automobile liability insurance by first day of employment

Preferred Qualifications 

  • Construction General Permit EPA Training Certification; candidates without current certification who are willing to obtain it during onboarding will be considered
  • Familiarity with Wisconsin DNR stormwater regulations and WPDES Construction General Permit requirements
  • CESSWI, CPESC, CMS4S, CISEC, or equivalent certified erosion and sediment control inspector credential
  • Experience across multiple compliance disciplines (stormwater, SPCC, biological, cultural, RCRA) in a consulting or agency context
  • Experience reviewing or preparing SWMPs, environmental impact assessments, or permit applications
  • Familiarity with GIS, aerial mapping tools, or environmental data management platforms
  • Experience conducting or participating in construction-phase environmental training

Compensation: $23-35 hourly*

*Final agreed-upon compensation will be based on a variety of factors including, but not limited to, an individual’s related experience, education, certifications, skills, and work location. Successful candidates must pass a pre-employment drug test and background check prior to beginning employment.

  • This job operates in a remote or office-based environment and this role routinely uses standard office equipment such as computers, phones, printers, etc. 
  • This job requires occasional project site visits, based outdoors which can include excessive noise, uneven walking surfaces, extreme weather, and moving vehicles and equipment.
